Since these all go in unmarked envelopes, USPS would not be able to readily identify and intercept all of them if people started reporting your letters as fraudulent (ex. by identifying a common sender and stopping delivery of certain letters). Had there been clear federal identifiers on these letters (or even an Official Business endorsement ) that a scammer would have needed to include, it would have significantly raised USPS suspicion and likely impacted deliverability.
