For NFC payments all transactions are made offline on your device, only device connecting to internet to authorise payment is card terminal - NOT YOUR PHONE! Same as your plastic contactless bank card is not connected to internet or power. You may have noticed how your phone Google pay worked without internet connection, or how Apple Pay works even on turned off phone or dead battery.
