Речь о безопасности, даже Tor (при всех своих запутаных схемах подключений и прочем функционале) в стандартных своих настройках не безопасен (но при всём этом он гораздо безопаснее чем VK и сайт Госуслуги), и его ещё нужно грамотно настроить прежде чем заходить куда-то в дебри Даркнета!
